הנדון: הליך הוגן עבור תוכנית מתאר של כפר סוסיא

ביום ראשון 19.5.13, תדון ועדת התכנון של המנהל האזרחי בתוכנית המתאר שהוגשה על ידי תושבי הכפר הפלסטיני סוסיא. כידוע, תושבי כפר סוסיא עברו ועוברים מסכת של טלטולים וסבל מאז גירושם מכפרם המקורי (כיום אתר ארכיאולוגי סוסיא) ב-1986. ב-2001 הצבא הרס לא רק את מבניהם, אלא גם הרס את מערותיהם וסתם בורות. על אף שבג"ץ החזיר אותם לאדמותיהם, לא היתה להם אפשרות לבנות קורת גג באופן חוקי מאחר ואין להם תוכנית מתאר. ידוע לנו שהמנהל יוזם ו/או מאשר לעתים רחוקות תוכניות מתאר עבור פלסטינים, אבל בידיך לדאוג הפעם לעשות צדק היסטורי ומניעת אסון  הומניטארי וגרוש נוסף של  גברים, נשים וטף שכבר עברו תלאות וסבל. 

השבוע אנו מציינים את חג השבועות, חג מתן תורה. בין עשרת הדיברות מצויים שני הציווים "לא תגנוב" ו"לא תחמוד". דחיית  תוכנית  הכפר הינה השלב הראשון לקראת השלמת ההשתלטות על אדמות הכפר הפרטיות על ידי אלו שחומדים אותם מזמן. אתה עומד בפרץ, ותוכל להכריע את הכף בכיוון הליך הוגן וצודק.

Subject:  A Fair and Just Consideration of Susya's Master Plan

Shalom. On Sunday 19.5.13, the Planning Committee of the Civil Administration will meet to consider the master plan submitted on behalf of the Palestinian village of Susya. As you know, the residents of Susya have endured many years of suffering and instability since they were expelled from their village in 1986. In 2001 the army not only demolished their homes and tents, but also demolished the caves they had moved into and filled in cisterns. Despite the fact that Israel's High Court returned them to their lands, they could not legally build shelter for themselves in lieu of the demolished caves because they had no approved master building and zoning plan. We know that the Civil Administration rarely approves building plans for Palestinians, and that many will oppose you. But, you are the right person at the right time to ensure some measure of historic justice, to avoid a humanitarian disaster, and prevent an additional expulsion of the men, women and children of Susya, who have already suffered so greatly.

This week we celebrate the holiday of Shavuot, the holiday of the giving of the Torah. Among the Ten Commandments, we are enjoined "Don’t steal," and "Don't covet." We all know that the denial of a building plan for Susya will be a step towards allowing those who have long coveted this  land that is not theirs to steal it. The government also knows that this is for the most part privately owned.

You are the person who can stand in the breach and tip the scales in favor of a fair and just process.
